How much are they and is there another place to buy them besides the thieves guild?

33k for the +3, 66k for the +4 I think, and only available in the guild afaik

i dont think you can use 2 rings at the same time, or can you? Is it just the +10 max increase limit that counts?

It's +12 with SoU, and you can use 2 rings at the same time
