If you wear the boots of speed and use quicken spell, it would be cast with verbal and somatic. Seems I can't squeeze 3 spells per round. Or is this a bug?
Even if you have the boots of speed on, and cast the spell with the chanting and all, can it be countered and interrupted?

BUG!!!!!!!!!!!!!!!
Quicken just cant work with any haste, you have to remove haste for quicken to work, then it casts a spell instantly without interruptions.

Yep, upon second confirmation, I have come to the conclusion that Drudley is also correct.
